newspaper published in Prince George's county, and the con-
tract for such work shall in all cases be awarded to the lowest
responsible bidder therefor, the Mayor and Common Council,
however, reserving in all such cases the rights at all times to
reject any or all bid's so received or submitted. The said suc-
cessful bidder shall give bond which shall be acceptable to the
Mayor and Common Council.
SEC. 47. No person, firm or corporation or club shall here-
after make, sell, offer for sale or keep for sale any intoxicating
liquor of any kind within the limits of the Town of Capitol
Heights as defined in this act, and any person convicted of
violating this provision shall be sentenced to pay a fine of not
less than three hundred dollars and to undergo imprisonment
in the Maryland House of Correction for not less than three
months nor more than twelve months. Nor shall it be lawful
hereafter for the Clerk of the Circuit Court of Prince George's
County to issue license to any person or persons to sell spiritu-
ous or fermented liquors or lager beer within said town limits.

or other intoxicating beverage within said town limits.
SEC. 48. Power is deputed to the male citizens of the Town
of Capitol Heights, qualified voters' under section 4 hereof,
to amend this charter, except as affects the power of the Mayor
and Common Council to lay taxes sufficient to meet the town
necessities, and subject to the Constitution and General Laws
of the State and the Public Local Laws of Prince George's
county, other than this act, as follows: Whenever twenty-five
percent, of the voters, as shown by the highest number of votes
cast at the last preceding town election for Mayor and Treas-
urer, shall sign and file with the Mayor and Common Council
a petition setting forth in exact language the amendment or
amendments proposed by them, it shall be the duty of the
Mayor and Common Council to cause the same to be published
at least four weeks in some newspaper published in Prince
George's county, and in notices posted in public places, as
the Mayor and Common Council may direct; thereafter to issue
a call for a special election thereon not less than one week
after the completion of such publication; provided, that if the
submissions thereof shall not be delayed more than two months,
such amendments may be submitted at the regular term elec-
tion. It shall be the duty of the Mayor and Common Council
to pass such ordinances as may be necessary to regulate the
conduct of the election. All ballots at such elections shall
have printed thereon the words "For Amendments to the Town
