the time and the place of registration and give public notice
thereof by advertisement published in at least one newspaper of
Prince George's county and also by notice published in at least
three public places in said town. They shall arrange for at
least two days of registration, the earliest of which shall be
not more than forty days before the ensuing election to be held
on the first Monday in May and the last of which shall not be
less than thirty days before said election. In said days of reg-
istration it shall be the duty of all qualified residents desiring
to vote at the ensuing election to apply for registration, and no
person not so registered shall be entitled to vote at said election.
It shall be the duty of said judges of registration and election
to register all male citizens of the town of twenty-one years and
upwards so applying, who at time of application may possess
the qualifications necessary to entitle them to register as legally
qualified voters of the State of Maryland, and who in addition
thereto, shall have resided in said town for at least six months
immediately preceding such application at said annual registra-
tion.

The list of registered voters so made shall at once be posted
by said judges in at least three public places in the town and
a copy shall be left with the town clerk, open to public inspec-
tion at any and all times. From the list so made said judges
of registration and election shall conduct the election on the
ensuing first Monday in May and after the election they shall
deposit the registration list with the town clerk, who shall pre-
serve the same for at least three years thereafter, and for such
longer period as the Mayor and Common Council may provide.

SEC. 6. The Mayor shall at least fifteen days before the
election to be held on the first Monday in May, 1913, and annu-
ally thereafter, issue a proclamation calling the legally quali-
fied voters of the town in convention for the purpose of nominat-
ing candidates whose names shall appear on the ballots for the
various offices of the town, and only such names as are chosen
in convention shall appear on the ballots and none other. The
names of all the candidates who are to appear on the ballots
shall be posted in at least three public places in the town at
least ten days before the election.

The town clerk shall be clerk of the convention and whose
duty it shall be to publicly post the names of the candidates.

SEC. 7. It shall be the duty of the town clerk, at least five
days before each election to mail to each registered voter on the
said registration list, a statement containing the names of alt
duly nominated candidates for office, arranged in an order dif-
