qualification of their respective successors after the election to
be held on the first Monday in May, 1913, as hereinafter pro-
vided; and in the event of death or resignation of any of said
persons so named herein the vacancy shall be filled by the said
Common Council for the period intervening between such time
and the first election to be held as hereinafter provided.

SEC. 4. The registered voters of said town, who shall possess
the qualifications necessary to entitle them to registration and
who shall have duly registered as hereinafter provided, shall on
the first Monday in May, 1913, and thereafter annually on the
first Monday in May in each year, select at such place as may
be appointed for the holding of elections, from the respective
candidates nominated as hereinafter provided, one person to be
Mayor to serve for one year, and three other persons to be
Common Councilmen, to serve for two years; and in addition
thereto they shall at the first election herein provided for and
to be held on the first Monday in May, 1913, select three addi-
tional persons as Common Councilmen to serve for one year
only; the candidates for such one-year term to be designated on
the ticket as "to serve for one year." They shall also at said
election held on the first Monday in May, 1913, elect one per-
son to be Treasurer of said town, to hold office for a period of
two years, and at the interval of every two years after said
election of the first Monday in May, 1913, a new election for
Treasurer shall be held, as hereinafter provided. The Mayor,
Treasurer and Common Councilmen must each be duly reg-
istered voters of said town, who shall have resided in said town
for at least two years immediately preceding their election, and
the Mayor and Councilmen must each be the owner of and
assessed on the town assessment books with at least three hun-
dred dollars ($300.00) of land or improvements, and must so
remain during their respective term of office. Neither the
Mayor, Treasurer nor any of the Common Councilmen shall,
during his term of office, hold or be interested directly or
indirectly in any other office under the town administration, or
be a party to or interested directly or indirectly in any contract
to which the town is a party. Nor shall the Mayor or any of
the Common Councilmen be paid or receive any salary.

SEC. 5. On or before the first Monday in March in each
year the Mayor and the Common Council shall appoint three
judges of registration and election and two clerks thereof, who
shall receive such compensation as said Mayor and Common
Council shall provide. Said judges shall each year after their
appointment cause to be made a complete registration of all
persons entitled to vote at the town elections, and shall appoint
