of 1892, title "An Act to incorporate the town of Preston, in
Caroline county," as amended in Chapter 293 of the Acts of
1906, be and the same is hereby repealed and re-enacted so as
to read as follows, to wit:
SEC. 15. That the commissioners shall, on or before the
second Monday in June, 1912, and on or before the second
Monday in June in every second year thereafter, appoint two
taxpayers of the town, who, with the town clerk, shall constitute
the board of assessment for said town, and who shall, in the
month of June in each year of their respective tenures of office,
assess all the taxable property within said town, real and per-
sonal, except public and private securities and book accounts
and such other property as the commissioners may deem proper
to exempt from taxation; and the commissioners are empowered
to levy on assessed property in said town an equal tax from
time to time, not exceeding in any one year the sum of seventy-
five cents on each hundred dollars assessed valuation.
SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 404.
AN ACT to direct the County Commissioners of Frederick
County to borrow money on the credit of said county to pur-
chase or condemn real estate and pay for the erection, repair
and improvement of a building or buildings for public schools
in Frederick City and in the Town of Brunswick, and a
site and new building for public school in the village of
Burkittsville, in said county, and to issue bonds therefor, and
to levy on the assessable property in Frederick county an
annual tax sufficient to pay said bonds when they mature
and to pay the interest thereof as it becomes due.
WHEREAS, The conditions existing at the public schools in
Frederick City by reason of the overcrowded condition of
said schools, the lack of proper ventilation, the inadequacy
of means to protect the lives of pupils in case of fire, and
improper sanitary provisions, are alarming to such an extent
as to produce protests by citizens of said city, and an earnest
desire on their and on the part of the Board of Comity
