of the duties imposed by this act, or for the breach on its
part of any contract entered into by it, the said Good Roads
Commission of Baltimore County shall be liable in damages,
at the suit of the person or persons injured thereby, but it
shall be subject to no greater liability in the premises than
that now imposed by law upon the Highways Commission of
Baltimore County; and any final decree or judgment obtained
against said Good Roads Commission of Baltimore County,
in any suit or action, and all costs adjudged against it, shall
be satisfied and paid in due course; by the County Commis-
sioners of Baltimore County, out of such funds as are used
to satisfy claims against the said County Commissioners.
Whenever it shall become necessary in the opinion of the
Goods Roads Commission to open, alter, re-locate or close any
road in the course of the road improvements contemplated by
this act, said commission, if it elects so to proceed, in lieu of
proceeding by condemnation as elsewhere in this section pro-
vided, may file a petition to such end with the Highways
Commission of Baltimore County as though it were a free-
holder of said county, whereupon, the proceedings shall be as
provided in section 354 of Article 3 of the Code of Public
Local Laws of Baltimore County as amended and re-enacted
by Chapter 495 of the Acts of the General Assembly of
Maryland passed at the Session of 1908; and upon the con-
clusion of such proceedings, said road shall pass into the con-
trol of said Good Roads Commission for improvement under
the provisions of this act, and revert to the control of the
Highways Commission of said county upon the completion
of said improvements as in the case of other roads improved
under this act.

Supervision by Chief Engineer.

SEC. 4. And be it further enacted, That the chief engineer
of the Good Roads Commission and the assistants designated
by him shall have direct supervision and control over all road
and bridge work contracted for or done by the Good Roads
Commission under the provisions of this act. No specifica-
tions or requests for proposals for any such work shall be
advertised and no contract let without the approval thereof
by paid chief engineer in writing having first been had. Said
Good Roads Commission shall have authority to employ by
and with the approval of the chief engineer, such assistance
and other employees as may be necessary to supervise and
carry on the work to be performed in each of the said fifteen
election districts of Baltimore county, under the provisions
of this act; such assistants and employees shall receive for
