be five hundred dollars. The checks of the unsuccessful bidder
shall be returned to them after opening the bids and awarding
the contract to the successful bidder; provided, however, that
said commission may itself do any part or parts of any such
work under such conditions in every respect as it may prescribe,
by day labor, whenever the chief engineer, in writing, shall
recommend that course. So soon as any contract shall have
been actually let for the construction, relocation or improve-
ment of any existing public highway in Baltimore county, or
so soon as said Good Roads Commission shall have itself
actually begun work thereon, the portion of said highway
embraced in such contract or begun to be improved by the
commission as aforesaid, shall pass out of the control of the
Highways Commission of Baltimore County into the control
of the Good Roads Commission of said county, which latter
shall retain control and authority over the same until the com-
pletion and final acceptance of the work done thereon, where-
upon said commission shall certify in writing to the Highways
Commission of Baltimore County that its work on said high-
way or the portion of the same improved as aforesaid is com-
pleted, after the date of which said certification, which, shall
be duly recorded among the proceedings of both said bodies,
said highway, or the portion go certified as completed as afore-
said, shall pass into the control of said Highways Commission
of Baltimore County and thereafter be maintained by it as
by law required. All acquisition of property by said Good
Roads Commission for the purposes of this act, whether by
grant, condemnation or otherwise, shall be in the name of
the County Commissioners of Baltimore County, and shall
be held by said County Commissioners for the use of the
county subject to the control over the same hereby given the
Good Roads Commission for the purposes of this act. The
said Good Roads Commission of Baltimore County shall have
all the powers in respect to the public highways and bridges
of the county while under construction or improvement by it
as provided in this act, as are now vested in the Highways
Commission of Baltimore County, excepting as to granting
franchises, and in addition thereto, shall have the powers
herein enumerated, and all -such other and further powers as
may be reasonably implied from the nature of the duties
imposed upon it by this act, to the end that said commission
may properly fulfill and efficiently discharge its duties. Said
commission may sue and be sued in all matters pertaining to
the highways and bridges over which they are given control
by the provisions of this act. For any negligence or breach
