services so rendered by them respectively, such compensation
as may be determined upon by the Good Roads Commission
of Baltimore County. The said assistants shall make no expen-
ditures on the work contracted for and performed under the
provisions of this act without having first obtained the express
authority in writing of the chief engineer. Said chief engineer
shall have power to discharge employees under his supervision
for neglect of duty, whether the same were employed by him
or by the Good Roads Commission. The said assistants shall
keep books showing in detail the expenditures made by them,
or under their supervision, on each road respectively improved
OP constructed under the provisions of this act, including the
costs of all materials used and labor expended, and shall fur-
nish on or before the tenth day of each month to the chief
engineer a copy of such itemized statement of their expendi-
tures for the preceding month, or oftener, if required by said
chief engineer. No bills reported shall be paid until they
shall have received the approval of the chief engineer and
the Good Roads Commission of Baltimore County. No assist-
ant shall have any pecuniary interest in any contract, nor
shall furnish any team for any road work done under this act,
except in such cases as the Good Roads Commission of Balti-
more County shall specially authorize in advance by an order
duly entered on its records. The chief engineer shall have
authority to remove or suspend any of the said assistants,
who, in his judgment, does not faithfully perform his duties
in reference to the work to be performed under this act, with
right to the said assistant to appeal to the Good Roads Com-
mission for reinstatement, at a public hearing. All bills or
claims, on account of the roads and bridges of the county,
built, constructed, or improved by said commission, shall be
passed upon by said commission at a regular or adjourned
meeting, and no claim shall be ordered paid, nor contract or
agreement made and concluded, nor shall any appropriation
of money from the funds under the control of said commis-
sion be allowed, unless the same shall have first received the
approval of the chief engineer of the Good Roads Commission.

Bond Issue.

SEC. 5. And be it further enacted, That the County Com-
missioners of Baltimore County shall be and they are hereby
authorized, empowered and directed to borrow on the credit
of the county and as evidence of such loan to issue and sell
coupon bonds to the amount of one million five hundred thou-
sand dollars ($1,500,000.00), which shall be signed by the
president of said County Commissioners of Baltimore County
