purposes as authorized by the charter of Pocomoke City afore-
said.

SEC. 5. And be it enacted, That the work of grading, pav-
ing, curbing, draining or otherwise improving the streets or
roadways of Pocomoke City as herein provided, shall be done
by the "Mayor and Council of Pocomoke City" through the
agency of a commission, to be known as the Pocomoke City
Street Improvement Commission, the members of which shall
serve without pay, and shall be composed of five members, all
citizens and taxpayers of Pocomoke City appointed in the fol-
lowing manner, to wit: The Mayor of Pocomoke, the President
of the Board of Trade of Pocomoke, Elijah J. Schoolfield, E.
James Tull, Francis M. Wilson, Riley M. Stevenson, Quince
Ashburn, Alfred Child, Eugene W. Veasey, Robert J. Lamb-
den, Henry B. Pilchard, Milton L. Veasay, William S. School-
field, Winter C. Cullen and James T. Young, shall be and
they are hereby appointed and constituted "The Board of
Appointment of the Street Improvement Commission," and- as
soon as convenient after the passage of this act shall meet and
appoint five discreet men, citizens and taxpayers of Pocomoke
City, to act as said "The Pocomoke City Street Improvement
Commission," of which commission the Mayor of Pocomoke
City be ex officio a member with equal rights, authority and
responsibility of the other four members of said commission;
and in case of a vacancy or vacancies in said commission caused
by death, resignation, removal from Pocomoke City, refusal to
serve or otherwise, such vacancy or vacancies shall be filled by
an appointment or appointments to be made by the aforesaid
"The Board of Appointment of the Street Improvement Com-
mission" or a majority of them.

SEC. 6. And be it enacted, That the said commission after
their appointment shall organize by electing from among its
members its own chairman and its own secretary and shall have
full power and authority to determine by a majority vote" all
questions connected with the improvements of the streets and
highways aforesaid; after the work on the streets hereinafter
designated for improvement shall have been completed they
shall decide what other streets or portions of streets shall be
improved under the terms of this act, and for all streets to be
improved, including these herein specifically mentioned or here-
after to be selected in their discretion, they shall decide and
determine, according to their best judgment, what materials
shall be used for such improvement, whether vitrified brick,
macadam, bitulithic, stone, belgian blocks or other materials,
and shall make all contracts for such work on the part of the
