CHAPTER 139.
AN ACT to require the County Commissioners of Cecil County
to make out and publish monthly a full and complete state-
ment of all county expenditures.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Cecil County be and
they are hereby required, in addition to the annual statement
of county expenditures required to be made out and published
by section 11 of Article 25 of the Code of Public General
Laws, to make out at the end of each month, a complete, per-
fect and detailed statement of all county expenditures for the
month just passed, specifying therein each particular item of
expenses, and for what and to whom paid, and to cause the
same to be published in at least two newspapers published in
Cecil county. Provided that the annual statement above
referred to shall only be required to contain a brief summary
of the items required to be published by the provisions of this
act.
SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 140.
AN ACT appropriating the sum of two thousand dollars to the
Board of Trustees of the Fifth Regiment Armory for the
maintenance and protection of the armory building during
the fiscal year ending 30th September, 1913.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of two thousand dollars be and the same
is hereby appropriated out of any money in the Treasury of the
State of Maryland not otherwise appropriated, to the Board of
Trustees of the Fifth Regiment Armory, to be expended by
direction of said board in the maintenance, care and protection
of the armory building during the fiscal year ending on the
thirtieth day of September, nineteen hundred and thirteen, and
the Comptroller of the Treasury be and he is hereby authorized
and directed to issue his warrant upon the Treasury for such
amount and payable to such person or persons, including therein
the treasurer of said board, as the said board of trustees may
from time to time required and direct in writing for the pur-
