73E. The County Road Engineer shall reside in Harford
county during the term of his office, and shall have entire
charge, control and supervision of the working, repairing, open-
ing, construction and reconstruction of the public roads and
bridges in Harford county, except the State roads, all of said
work to be done at such times and places and in such manner
as the County Commissioners of Harford County shall order
and direct. And the said County Road Engineer shall make
all specifications for the building of any new roads and bridges.
He shall employ such help, teams and implements as he may
deem necessary for the working, repairing, opening, construct-
ing and reconstructing said roads and bridges, to be paid by the
County Commissioners, provided that he shall not employ any
person or persons to be paid a greater amount than $1.50 per
day, without first obtaining the written consent of the County
Commissioners for each person so employed. He shall have the
charge, care and- control of all teams, carts, wagons, machinery
and implements which may be purchased by the County Com-
missioners for the use of said roads. He shall not work out or
expend on the roads or bridges of said county a greater amount
in any one fiscal year than the amount levied by the County
Commissioners for the purpose, without obtaining permission
in writing of the said commissioners. He shall appear before
the Commissioners on the first Wednesday in each and every
month, and at such other times as required by them, and make
a statement to them of the condition of any or all roads, the
work done, and money expended. He shall examine and certify
to the correctness of all bills and accounts for any work done,
material furnished, on any of the public roads or bridges in
Harford county, before the same shall be paid by the County
Commissioners, and said County Commissioners shall make
no payment until such accounts have been so certified by said
engineer. He shall make out annually in writing a detailed
report to the commissioners of all work done on the county
roads and bridges for the year, together with the names of all
persons working on said roads and bridges, and the amount to
which each person is entitled for such work, and which he has
certified as correct; which report shall be made on or before the
fifteenth of January for the year ending on the last day of the
preceding December. The said County Road Engineer shall
not be financially interested, directly or indirectly, in any firm
or corporation from which anything shall be purchased for the
use of said roads or bridges, nor receive any commission on
any purchases for the county, or contracts therefor.
