thirty (30) copies thereof shall be retained by the State Librar-
ian for the future use of the State.
SEC. 3. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 111.
AN ACT to appropriate a sum of money to compensate William
H. Emory, Jr., and James S. Nussear, Jr., for their services
in preparing for the Lunacy Commission preliminary plans
and drawings and preliminary estimates for a negro insane
hospital under section 2 of Article 59 of the Code of Public
General Laws of the year 1911, as enacted by Chapter 435
of the Acts of 1908.
WHEREAS, By sect. 2 of Art. 59 of the Code of Public General
Laws of the year 1911, as enacted by Chapter 435 of the
Acts of 1908, the Lunacy Commission with the Governor
as an ex-officio member thereof, was directed to report to the
Legislature on or before the 15th day of January, 1910, such
amendments to the law regulating the care and treatment
of the insane and such other measures including plans for the
enlargement of the present State Hospital or the creation of
other State hospitals as may to such commission seem neces-
sary; and,
WHEREAS, Such Lunacy Commission in furtherance of such
Act of 1908, secured the services of William H. Emory, Jr.,
and James S. Nussear, Jr., architects, to make the plans and
drawings and estimates for a negro insane hospital to be
erected at an estimated cost of seventy-five thousand dollars
($75,000); and,
WHEREAS, The said William H. Emory, Jr., and James S. Nus-
sear, Jr., did prepare preliminary plans and drawings and
preliminary estimates for said Lunacy Commission, certain
of which, drawings and preliminary estimates were incorpo-
rated in the 24th annual report of said Lunacy Commission
to the Governor of Maryland, and in the report to the Gen-
eral Assembly of 1910, pursuant to said Act of 1908; and.
