1666 JOINT RESOLUTIONS.

allowed to use the reading rooms of said libraries, and the fur-
ther condition that title to said volumes shall remain in the
State of Maryland.

No. 12.

WHEREAS, The General Assembly of Maryland at its Session
of 1910 amended section 275 of Article 23 and added an addi-
tional section to be known as 275A, the same being Chapter
725 of said act; and

WHEREAS, It is by said Act of 1910 provided, inter alia, that
any railroad availing itself of the benefits of section 275 of
Article 23, either before or after the passage of said Act of the
General Assembly of Maryland, at its Session of 1910, Chapter
725, which failed to "build in each year, and place in operation
at least five miles" of any such road, which may be uncompleted
"in each twelve months accounting from the date of the passage
of the act until the entire road within the State of Maryland,
as originally contemplated and provided for in the charter of
the corporation whose road and franchises may be sold, shall
have been fully completed and put in operation," shall be pro-
ceeded against by the Attorney-General of the State in the name
of the State, for the forfeiture of its charter and corporate exist-
ence; and

WHEREAS, It has been brought to the attention of the present
Assembly, that there are in existence, certain railroad compa-
nies, subject to said Act of 1910, which have not complied with
the terms and provisions of said act; therefore, be it

Resolved by the General Assembly of Maryland, That his
Excellency the Governor of Maryland be requested to instruct
the Attorney-General to make inquriy as to whether any rail-
road company, subject to the provisions of said Act of 1910,
Chapter 725, has failed to comply with the terms thereof, and
if so, that his Excellency the Governor of this State shall be
respectfully requested to instruct the Attorney-General to pro-
ceed against such railroad company or companies in accordance
with the terms and provisions of said Chapter 725 of the Acts
of the General Assembly of Maryland of 1910.

WHEREAS, It has been attempted in the several States of the
Union by various expedients to provide for the support and
maintenance of the aged, infirm, improvident; and

WHEREAS, In almost every State of the Union funds have
been created by law providing for the support and maintenance
