visions of this act shall remain in force until altered or repealed
by competent authority. No provisions of this sub-title of this
article shall affect any right, lien or liability subsisting on the
date of its passage.

1908, ch. 127, sec. 34.

240. The Baltimore and Ohio Railroad Company is required
to keep a flagman or signalman stationed during each and
every day from seven o'clock A. M. to nine o'clock P. M. in
each year at each of the crossings of its railroad over Fred-
erick avenue, over Chestnut street, and over Summit avenue
(otherwise known as the Goshen road) in said town to warn
persons using said street and crossings over said railroad at
said crossings of the approach of trains upon said railroad.

241. The said Baltimore and Ohio Railroad Company shall
be liable to pay a fine of $50.00 for each and every day that
it shall fail or neglect to comply with the provisions of the
preceding section; said fine to be recovered in an action in
the name of the State of Maryland before any justice of the
peace of the State of Maryland, in and for Montgomery county,
and to be paid, when collected, into the road fund of said
town, in any such proceedings service of summons upon any
ticket agent shall be sufficient service upon said railroad com-
pany.

1906, ch. 292, sec. 35.

242. No railroad company whose tracks cross any street
or public road in said town shall permit any of its cars to
obstruct said street or road for a longer period than five min-
utes. Any such railroad company violating the provisions of
this section shall upon conviction thereof before any of the
justices of the peace of said county, be fined not more than
$10 (ten dollars) and costs. In any such proceeding, service
of a summons upon any ticket agent shall be a sufficient service
upon said railroad company.

243. This sub-title of this article is hereby declared to be a
public act, and may be read in evidence in all the courts of
this State without proof.

244. That the citizens of the town of Garrett Park, in
Montgomery county, are hereby created a body corporate by
the name and style of Garrett Park, with all the powers and
