sewerage system or the improvement of the streets aforesaid;
including all details of construction and improvement, and
shall make all contracts for such work on the part of the town,
such contracts to be in writing and to be executed on their part
by the signatures of their chairman and secretary, and in carry-
ing out the objects of this act they may call to their assistance
an engineer skilled in such matters, and may make such agree-
ment as to compensation and duties with such engineer as they
may deem wise and advantageous. They shall keep minutes of
their proceedings and other books and records necessary to the
proper administration of the duties herein imposed upon them,
such minutes and records to be open to the inspection of any
taxpayer of Hurlock, and to be turned over after the completion
of their work herein authorized to the custody of the Commis-
sioners of Hurlock.

SEC. 7. And be it enacted, That in discharge of the contracts
entered into by them for the work herein authorized within the
limits of the proceeds of sale of the bonds hereby authorized,
the said commission shall issue a warrant upon the Commis-
sioners of Hurlock, on a majority vote, to be signed by their
chairman and secretary, for the payment of money due under
said contracts, and the said Commissioners of Hurlock shall pay
said warrants out of the funds in their hands applicable for the
purposes of this act. The said commissioners shall as soon as
practicable after the passage of this act organize and proceed
with the work herein authorized.

SEC. 8. And be it enacted, That all expenses connected with
the execution of this act, such as the cost of advertising, the
printing of bonds, the purchase of books and stationery, the
employment of an attorney or counsel, if any needed, and other
necessary and incidental expenses shall be paid out of the pro-
ceeds of sale of the bonds hereby authorized as other expenses
and contracts of said commissioners are to be paid.

SEC. 9. Provided, however, that the aforegoing sections shall
not become effective until the same be approved by a majority
of the qualified voters of the Town of Hurlock aforesaid, par-
ticipating in a special election at which the question of a sewer-
age system and street improvements .as hereinbefore provided
shall be submitted, said election to be held on the first Saturday
in May, 1912, between the hours of 12 o'clock A. M. and 3
o'clock P. M., at a place in said town to be designated by the
Commissioners of Hurlock, who shall likewise appoint a suit-
able person to serve as judge of said election, to count the bal-
lots cast and to certify the returns of said election forthwith- on
the same day to the said Commissioners of Hurlock, the said
