one of said certificates shall be handed to the contracting par-
ties and the other shall within thirty days from the date of the
marriage be returned to the clerk of the Court from which
it issued.
SEC. 2. And be it further enacted, That all other acts incon-
sistent with this act are hereby repealed.

CHAPTER 74.
AN ACT to repeal and re-enact with amendments section 216E
of Article one of the Public Local Laws of the State of
Maryland, title "Allegany County," sub-title "Roads," as
said section was enacted by Chapter 83 of the Acts of the
General Assembly of Maryland for the year 1910; to raise
additional funds for permanent road building in Allegany
county, and to authorize the road directors of Allegany
county to issue bonds.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 216E of Article one of the Code of Public
Local Laws, title "Allegany County," sub-title "Roads," as said
section was amended by Chapter 83 of the Acts of the General
Assembly of 1910, be and the same is hereby repealed and
re-enacted with amendments so as to read as follows:
SEC. 216E. The County Commissioners of Allegany County
shall in their annual levy for the year 1912 and annually there-
after, levy upon the assessable property in Allegany county not
less than forty thousand dollars for the use of the road directors
of Allegany county, which shall be collected as other taxes are
collected, and to the extent of such levy the county treasurer of
Allegany county shall honor the drafts to be signed by the chair-
man of such road directors, and to be countersigned by the road
engineer; but this act shall not be construed as depriving the
County Commissioners of such power as they may possess of
appropriating sums of money to the different incorporated towns
of the county for road improvements; and said County Commis-
sioners are further directed by their annual levy for the year
1912 to levy upon the assessable property of Allegany county
an additional sum of twenty-five thousand dollars and by their
annual levy for the years 1913, 1914 and 1915, a like sum of
twenty-five thousand dollars in each of said years for the use
of the road directors of such county in the building of perma-
