PHILLIPS LEE GOLDSBOROUGH, ESQ., GOVERNOR. 1203

Commissioners as President of the Commissioners and who
shall be the acting Mayor of the said town, whose duty it shall
be to preside at all meetings of the Commissioners and execute
the ordinances passed by the said Commissioners, and who
shall be ex officio chairman of all committees appointed by said
Commissioners; they may meet as often as occasion may require
upon business of the town, and not less than once a month.

SEC. 5. And be it enacted, That the said Commissioners of
Barton shall appoint every year at least ten days before the day
of election three judges to hold elections; they shall keep the
polls open from five o'clock until eight o'clock in the evening,
and shall conduct the said elections in the same manner in
which elections are usually held or conducted, as far as may be
consistent with the provisions of this act, and the said judges
shall make returns under their oaths, hands and seals to the
Clerk of the Circuit Court for Allegany County of the persons
elected, and the positions to which they have been elected.

SEC. 6. And be it enacted, That the said Commissioners or
a majority of them shall define the duties of Clerk and Bailiff
and allow them such compensation for their services as they
may think proper, and all ordinances passed by the said Com-
missioners, or a majority of them, shall by the clerk be entered
in a book to be kept for the purpose, and shall be at all times
open for the inspection of any person or persons interested, and
copies of all ordinances shall be put up in three prominent
places of said town, one of which shall be at the place of meeting
of the said commissioners.

SEC. 7. And be it enacted, That the said commissioners, or
a majority of them, shall have full power and authority annu-
ally in the month of May, at their first meeting aforesaid, to
appoint a treasurer and an attorney for said town and fix the
compensation of such officers, and they shall also have power to
appoint policemen and other officers, as they may deem neces-
sary, and said policemen and the bailiff shall serve warrants and
make arrests for violations of the ordinances of said town, and
it shall be their duty to preserve the peace and good order of
said town, and for these purposes the said bailiff and police-
men are hereby vested with the same power and authority as
constables of said county now have under the laws of this State;
and said policemen and other officers shall receive such reason-
able compensation as said commissioners shall deem proper, and
said bailiff, policemen and treasurer appointed under this sec-
tion shall before entering upon the duties of their office make
oath before the said commissioners that they will faithfully and
