1204 LAWS OF MARYLAND. [Ch. 724]

impartially perform the duties required of them respectively
according to the best of their skill and judgment, without favor,
affection or prejudice, and the president or acting president of
the commissioners shall administer said oath, and the said treas-
urer, in addition to the oath prescribed, shall give bond in the
sum of two thousand dollars for the faithful performance of
his duties.

SEC. 8. And be it enacted, That the commissioners shall
have power to pass all ordinances necessary for the good gov-
ernment of the said town, to prevent, remove and abate nui-
sances or obstructions in or upon the streets, highways, lanes
or alleys, drains or water courses or in or upon any lot or lots
adjacent thereto, and to provide for imposing a fine or fines
upon any person or persons causing or creating any such nui-
sance or obstruction, to remove or cause to be removed houses
or other structures that may be dangerous to persons passing
along and over any of the said highways of said town; to make
reasonable regulations in regard to buildings to be erected in
said town, and to grant building permits for the same; to extend
streets, to open alleys, to make and establish grades upon the
streets and highways of said town; to cause the sidewalks and
gutters along the public streets and highways to be graded and
paved, repaired or improved at the cost and expense of the
abutting property or the owners thereof; to cause the water
courses, drains or sewers of the said town to be kept in
repair and cleaned; to establish markets, and to regulate
the hours and limits thereof, and the mode of dealing
in relation thereto; to grant licenses for marketable com-
modities; to control and protect the public ground's and prop-
erty of the town; to establish and regulate a station house or
lock-up, for the temporary confinement of the violators of the
laws and ordinances of the town; to suppress vagrancy, to pro-
hibit or restrain the keeping of bawdy houses, or houses of ill-
fame within the corporate limits, and to provide for the punish-
ment of all persons who shall keep or suffer to be kept in their
property any such house or houses; to regulate and provide for
the issuing of license or permit for all hawking, peddling or
vending of wares and merchandise of every description upon the
streets or highways of the town, and to issue license or permits
to all itinerant persons who dispense medicine or medical
advice; to demand a license from all players or showmen exhib-
iting within said town; to provide for licensing theatres and to
regulate or restrain theatrical or other public amusements within
the said town; to regulate and license hacking, carriages, cars
or other vehicles used in the town for the carriage of passen-
