1052 LAWS OF MARYLAND. [Ch. 680]

SEC. 280. The board of aldermen shall at its first meet-
ing, or as soon as practicable thereafter, elect by a majority
vote a city register, who shall also be a collector of taxes,
a city health officer, city attorney, and such other .officers as
may be provided for by ordinance and necessary for the proper
and efficient conduct of the affairs of the city. Any officer
elected by the board of aldermen may be removed from office
at any time by a vote of a majority of the members of the
board of aldermen unless otherwise provided in this act.

SEC. 281. Each member of the board of aldermen shall
have the right to propose and nominate all officers in the
department under his immediate supervision, unless otherwise
provided herein, but all such nominations shall be subject
to the confirmation of the board of aldermen as herein pro-
vided. In case of a vacancy in any such office, the appointing
officer shall immediately nominate some suitable person to fill
the unexpired term of such vacancy, and submit his name to
the board of aldermen for confirmation as hereinbefore pro-
vided. If such nomination is confirmed by the board of alder-
men, the appointment shall take effect from the date of such
confirmation. In the event that the board of aldermen should
refuse to confirm such nomination, the appointing officer shall
nominate another and different person for said office and shall
continue to do so until a nomination made by him for said
office is confirmed by the board of aldermen. The superin-
tendent of each department shall make and enforce such rules
and regulations not inconsistent with law or the ordinances or
rules and regulations adopted by the board of aldermen, as
may be necessary to secure efficient conduct of the service of
his department or the business in charge thereof.

SEC. 282. The city health officer shall be a qualified voter
of the city not less than twenty-one years of age and a reputable
practicing physician. He shall be ex-officio chairman of all
boards of health created by the board of aldermen. He shall
be nominated by the mayor and confirmed by the board as here-
inbefore provided. He shall be charged with the duty of
enforcing all quarantine regulations, and he and his agents
and employees are hereby authorized to enter all houses and
places, public or private, in the discharge of his or their duties
for improving and maintaining the sanitation of the city, and
the prevention and suppression of diseases. He shall perform
such other duties as may be prescribed by ordinance and shall
receive for his services such compensation as may be fixed by
the board of aldermen.
