PHILLIPS LEE GOLDSBOROUGH, ESQ., GOVERNOR. 1053

SEC. 283. The city attorney shall be a qualified voter of
the City of Frederick and shall be a practicing attorney at law.
He shall be nominated by the mayor and confirmed by the
board of aldermen as hereinbefore provided. He shall receive
for his services such compensation as may be fixed by the
board of aldermen and shall hold his office until his successor
is appointed and qualified. He shall represent the city in
all litigation and -controversies. He shall prepare or pass upon
all ordinances, and examine, supervise, prepare and approve
as to form all the contracts made by or with the said the
mayor and aldermen of Frederick. He shall be the legal advi-
sor of the mayor and aldermen, of the superintendents of differ-
ent departments, and of the board of aldermen, or any commit-
tee thereof, and of all city officers and employees with respect to
any legal question involving an official duty or any other mat-
ter pertaining to the affairs of the City of Frederick. He shall
perform such other duties as the board of aldermen may
direct. Whenever deemed expedient the board of aldermen
may employ other attorneys. The city attorney shall act as
attorney to the city register, judges of election and officers of
registration.

SEC. 284. The board of aldermen shall have power from
time to time to create, fill and discontinue offices and employ-
ments other than herein prescribed, according to their judg-
ment of the needs of the city; and may by majority vote of all
the members remove any such officer or employee, except as
otherwise provided for in this act; and may by resolution or
otherwise prescribe, limit or change the compensation of such
officers or employees.

SEC. 285. The mayor and aldermen shall have an office at
the city hall building and shall receive as their total compen-
sation an annual salary, payable in equal monthly instalments.
The mayor shall receive the sum of fifteen hundred dollars
($1,500) per annum and each of the aldermen the sum of
twelve hundred dollars ($1,200) per annum. Every other
officer or assistant shall receive such salary or compensation
as the board of aldermen shall by ordinance provide, payable
as provided for in said ordinance. The salary or compensation
of all the other employees of said city shall be fixed by the
board and shall be payable at such time as the board shall
determine.

SEC. 286. Regular meetings of the board of aldermen shall
be held on the first Monday after the election of mayor and
aldermen, and thereafter at least once each week. The board
shall provide by ordinance for the time of holding regular
