examine the books and accounts of holders of franchises under
the city, if any; he shall inspect or cause to be inspected, at
least, quarterly all records and accounts required to be kept in
any of the offices or departments in the city and make reports
thereon to the board of aldermen. It shall be his duty to
require proper accounts and records to be kept and proper rec-
ords to be made by all the departments of the city. He shall
andit qr cause to be andited the accounts of every officer,
employee or department of the city receiving or disbursing
money. He shall have charge of the purchase, care and dis-
tribution of all supplies, monies and other articles not other-
wise provided for by law or ordinance. He shall examine or
cause to be examined and report to the board of aldermen upon
all bills, accounts, payrolls and claims before the same are acted
on or allowed by the board of aldermen. He shall have charge
of and supervision over the City Hall building, the market
house and opera house connected therewith, the City Electric
Light Plant and all property connected therewith, and' shall be
charged with the duty of lighting the streets. He shall per-
form such other and further duties as may be required of him
by ordinance.
SEC. 279. The superintendent of the department of streets,
public improvements, parks and public property shall have
under his special charge supervision of the streets, alleys, ave-
nues, public grounds and other property of the city except as
herein otherwise provided, and keeping 'the streets, avenues,
alleys, public grounds and property in a clean and sanitary
condition, and with the enforcement of all rules and regulations
necessary to these ends: He shall see that all contracts between
the city and public service corporations are strictly complied
with. He shall have under his special charge the supervision
of all public improvements except as herein otherwise provided,
and shall see that all contracts therefor are faithfully complied
with. He shall have charge of and supervision over the City
Water Works and all property connected therewith, and shall
manage and control the same. He shall superintend all pub-
lic works, and the erection, making, repairing and reconstruc-
tion of all streets, alleys, avenues, sidewalks, bridges, culverts,
sewers and public buildings or other public improvements unless
otherwise assigned by law or ordinance. He shall have super-
vision over all building and ground belonging to or controlled
by the city except as may be otherwise provided. He shall per-
form such other duties pertaining to the streets, and public
improvements and public property as may be provided by
ordinance or law.
