any orders given by an alderman of any department or in any
manner whatever interfere with the authority of any alderman
in his own department; but all acts of every kind and descrip-
tion done by any alderman in his department may be modified
or annulled by the board of aldermen; and said board may pass
any orders they may see fit in regard to any department of the
city government; and such orders shall be binding upon the
aldermen of that department. He shall have under his special
charge the enforcement of all police and health regulations of
the city. He shall have supervision of the police depart-
ment, ofilcers and employees thereof and of the city pound and
its officers and employees. He shall have supervision of the
city health officer and his employees. He shall see to the
enforcement of all laws and ordinances pertaining to the pub-
lic health and safety of the inhabitants of the city. All other
powers and duties not distributed nor assigned to any other
department are assigned to the department of public affairs,
police and public safety.

SEC. 277. The board of aldermen shall at the first regular
meeting after the election of its members designate by majority
vote one alderman to be superintendent of the department of
accounts and finance and one to be superintendent of the
department of streets public improvements, parks and public
property. The members of said board of aldermen shall per-
form all the executive duties of the respective departments to
which they may be assigned, and said board of aldermen may
by a majority vote make re-assignment of the superintendents
of the said departments whenever they may deem it necessary
and proper for the efficient and economical conduct of the busi-
ness of the city; and may by ordinance or resolution assign to
the superintendant of one department duties in respect to the
business of another department.

SEC. 278. The superintendent of the department of accounts
and finance in case of vacancy in the office of mayor or the
absence or inability of the mayor, shall perform the duties of
mayor. He shall have special charge of the enforcement of all
laws for the assessment and collection of taxes of every kind,
and the collection of all revenues belonging to the city from
whatever source the same may be derived and of the disburse-
ments thereof, and he shall examine into and keep informed as
to the finances of the city. He shall have charge and super-
vision over all accounts and records of the city, and all officers
boards and departments required to keep or make accounts,
record or reports, including officers required to inspect and
