SECTION 1. Be it enacted. That if any person or persons
shall hire from any livery stable keeper or owner of horses in
Frederick county any horse, mare, gelding or vehicle of any
description whatsoever to go to any certain place or any certain
distance and shall secretly use said horse, mare, gelding or
vehicle for greater distance or in going to some other place
than so hired with the intent to avoid payment for such
increased use, and shall fail or refuse to immediately pay the
said stable keeper or owner of horses a reasonable compensation
for the additional use of said horse, mare, gelding or vehicle,
which additional compensation shall be rated in proportion to
the increased distance and use, such person shall on conviction
before any justice of the peace of Frederick county forfeit and
pay a fine of not less than five dollars nor more than fifteen
dollars and upon failure or refusal to pay said fines and costs
shall be committed, by such justice of the peace to the jail of
Frederick county for a period not exceeding thirty, days and in
case of conviction as aforesaid the accused shall have a right of
appeal to the Circuit Court of Frederick County upon entering
into recognizance with surety to be approved by the justice of
the peace, and in every such case the appeal shall be taken
within thirty days after date of his conviction.

CHAPTER 678.

AN ACT to authorize and empower the County Commissioners
of Frederick county to sell, grant and convey Montevue Hos-
pital and the farm whereon said hospital is located in Fred-
erick county, together with all the buildings and improve-
ments thereon, and directing the disposition of the purchase
money received therefor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Frederick county be
and they are hereby authorized and empowered to sell, grant
and convey Montevue Hospital and the farm whereon said hos-
pital is located in Frederick county, together with all the build-
ings and improvements thereon; and the said Commissioners
shall apply the money received therefor to the payment of the
bonded indebtedness assumed by the said county for the build-
ing and maintenance of the hospital aforesaid; secondly, to
the payment of any indebtedness of the Board of Charities
