in use under the registration laws of Maryland, and all neces-
sary blanks and stationery for conducting and having a com-
plete registration of voters of said city.
SEC. Said Officer of registration shall open said regis-
tration book at such time and place in said city as may be des-
ignated by the present Mayor and City Council of Ellicott City,
and hereafter by the Commissioners of Ellicott City, from
eight o'clock in the morning'until seven o'clock in the evening,
and between the same hours and at the same place on the next
two succeeding Tuesdays thereafter, for the revision of any
existing lists of registered voters of Ellicott City, and for the
registration of new voters possessing the qualifications required
by this act. Said officer of registration shall give at least ten
days' notice of the time and place of -said registration and revi-
sion by handbills posted in at least five prominent places within
said city limits, and immediately after the closing of said book
on said last day of registration or revision said officer of regis-
tration shall cause an alphabetical list of said registered voters
to be published by handbills to be posted, in at least five promi-
nent places in said city. Said officer of registration shall at
said registrations register all male citizens of said Ellicott City
applying for registration, of the age of twenty-one years or
over, who have resided therein for six months previous to any
election held hereunder, who have never been convicted of any
infamous crime under the laws of the State of Maryland, and
no person not possessing the qualifications aforesaid shall be
registered as a qualified voter of Ellicott City, or entitled to
vote at municipal elections held therein, and any person so
duly registered shall while so duly registered be qualified to
vote at any municipal election held in said city.
SEC. . The present Mayor of Ellicott City, and hereafter
the Commissioners of Ellicott City, shall at least ten days
previous to any election held hereunder, appoint three proper
and competent persons, resident voters of Ellicott City, judges
of election, who shall hold said offices for the period of four
years from said appointment, and until their successors are
duly appointed and qualified, and said judges of election shall
have full power to appoint one or more clerks, if necessary,
who shall keep a record of the persons voting and the persons
voted for, and said judges of election shall immediately upon
the closing of the polls for said election shall proceed to count
the ballot cast and ascertain the result of said election, and the
person receiving the greatest number of votes cast at any such
election shall be declared elected president of the said board of
commissioners of Ellicott City, and the two persons receiving
