1006 LAWS OF MARYLAND. [Ch. 665]

the greatest number of votes cast for commissioners of Ellicott
City, shall be declared elected commissioners of Ellicott City.
And the commissioners so elected shall severally hold their
respective offices for the space and term of four years from the
date of their qualification and until their successors are duly
elected and qualified.

SEC. . The election for commissioners of Ellicott City,
shall be held at such place in said city as may be designated
by the present Mayor of Ellicott City, and hereafter by the
commissioners or a majority of the board of commissioners of
said city on the first Tuesday after the first Monday of May,
1912, and every fourth year thereafter, between the hours of
twelve o'clock noon, and seven o'clock in the evening of the
same day; such designation shall be by handbills posted in at
least five public places within the corporate limits of Ellicott
City, as now defined, at least ten days before said election.

SEC. . Said judges of election shall take and subscribe to
the oath of office within ten days after their respective appoint-
ments as aforesaid before any justice of the peace for Howard
county, which justice shall receive as compensation for taking
said oath the amount now allowed by law for the taking of oaths
before justices of the peace. In case of vacancy or vacancies
among the judges of election, mentioned as aforesaid, by death
or otherwise, said vacancy or vacancies shall at any time there-
after be filled by appointment by the present Mayor of Ellicott
City, and hereafter by the commissioners of Ellicott City.

SEC. . The duties of the judges of election as heretofore
named shall be the same as the corresponding officers of elec-
tions for members of the General Assembly of Maryland, except
as provided by this act, and the said election shall be conducted
by open ballots or tickets printed for that purpose, which the
judges of election shall cause to be prepared for such, election,
and there shall be at least one thousand of said tickets or ballots
as aforesaid prepared for every such election which shall con-
sist of as many complete tickets as shall be filed with the said
judges of election, each of said tickets to be endorsed in writ-
ing by at least five bona fide taxpayers of said Ellicott City.

SEC. . There shall be an entire new registration of voters
for Ellicott City every ten years accounting from the first day
of the sitting of officer of registration held under this act.

SEC. 54. Two members of the Board of Commissioners shall
constitute a quorum for the transaction of business, and the
board of commissioners shall pass all needful rules and by-laws
for their government, while in session.
