1004 LAWS OF MARYLAND. [Ch. 665]

Denny's gate on the Columbia Turnpike road; thence by a
straight line to Mrs. Frances Hazlehurst's gate; and thence to
the place of beginning; all of said calls being as they existed
in 1867, saving and excepting, however, all of that part of
Ellicott City as contained within the above metes and bounds
which lies on the east side of the centre of the channel of the
Patapsco River and which is situated in Baltimore county,
which portion so excepted shall no longer be or constitute a
part of Ellicott City.

SEC. 51. The Commissioners of Ellicott City shall be male,
bona fide citizens, residents of Ellicott City, and of the State of
Maryland, and shall be not less than twenty-one years of age,
whose term of office shall be for four years from the date of
their election and qualification as hereinafter provided, and
until their successors are duly elected and qualified, and in
the event of the death, resignation, removal from office, or
removal from the corporate limits of Ellicott City for the
period of six months or more, or the failure to qualify as herein
specified, a special election may be held to fill the unexpired
term, said election to be in manner and form the same as
hereinafter provided for the election of commissioners of said
city, as hereinafter provided.

SEC. 52. All Commissioners of Ellicott City before enter-
ing upon the duties of their office, shall make oath before the
clerk of the Circuit Court for Howard County that they will
act faithfully without favor, partiality or prejudice, in all
things appertaining to their office, and that they have the qualifi-
cations herein specified, and the failure of any person so elected
to qualify as aforesaid within two weeks after his election,
shall be deemed a refusal to accept said office, and said vacancy
shall be filled by a special election to be ordered by the other
members of the Board of Commissioners of Ellicott City.

SEC. 53. The Commissioners of Ellicott City shall meet
on the first Monday of each month at such hour and place as
may be fixed by the president of said board of commissioners,
and at such other times as they shall indicate.

SEC. The present Mayor and City Council of Ellicott
City shall within thirty days after the approval of this act,
appoint one person, a resident voter of said city, officer of reg-
istration of Ellicott City, who shall hold office for four years
from the date of his appointment, and until his successor is duly
appointed and qualified. Said officer of registration shall qual-
ify by taking the usual oath of office before a justice of the
peace resident of Howard county, and shall procure a registra-
tion book similar in all respects to the registration books now
