TOBACCO INSPECTIONS.
During the year ending on the 30th day of September*
1884, the total amount of money received by the To-
bacco Warehouses in this State was $75,972.01.
After paying the salaries of clerks and employees,
there remained the sum of $4,048.16 which has been
paid by the Inspectors into the Treasury.
This sum is insufficient to pay the Inspectors their
salaries by the sum of $4,951.84, and the system is, there-
fore, a tax upon the Treasury to that amount.
This condition of things should not exist, and some
legislation is necessary, whereby the inspectors as well
as the clerks and employees should look to the receipts
of the Warehouses rather than to the State Treasury for
their salaries.
RESULTS OF THE FISCAL YEAR.
After thus giving you some of the prominent features
disclosed by the accompanying statements and tables,
and having compared the same with previous years in
order to show you that the finances have not lost ground,
allow me to recapitulate in a few words the results of
the fiscal year 1884:
This department by its operations under the
law during the fiscal year 1884. reduced the
debt of the State to the amount of........ $303,888.44
Placed to the credit of the Sinking Funds for
the Redemption of the Deaf and Dumb and
the Maryland Hospital Loan, the bonds . of
the Baltimore and Ohio Railroad Company
amounting to............................ $366,000.00
Invested moneys in good securities and
placed them to the credit of the Sinking
Fund for the redemption of the Defense Re-
demption Loan amounting to............. $72,000.00
Enforced, the prompt payment of t|ie moneys
belonging to the State, so that the amount
in arrears in the hands of the officials hold-
