Sec. 9 And be it enacted, That the school commission-

them, at any time possessed, to purchase such books as they

may think useful, to form a juvenile library, at each of said

schools; and also to form a central library in said district, the

first to be open to the scholars, and the latter to be
|
 
|
free to the inhabitants of the district; under such rules
|
 
|
and regulations as the said school commissioners may from
|
 
|
time to time, establish for their use and preservation.
|
 
|
Sec 10. And be it enacted, That the said school commis-

sioners shall cause a census of the children, between five

and eighteen years of age, to be taken within said district,
|
 
|
when any general assessment shall be made by their order;
|
 
|
and from time to time thereafter, by their collector, and also
|
 
|
to cause a plat of said district to be made, so as to enable
|
 
|
them to locate the school houses therein, with a just refer-
|
 
|
ence to territory and the abodes of the juvenile population
thereon.

|
Sec. 11. And be it enacted, That the school commission-

as they shall deem reasonable for his services; and they

shall have as full power and authority to institute and pro-

secute to judgment and execution, any suit or suits, in any
