lector of the said school tax in said district, to act as an as-

 

sessor in every case of neglect or complaint, and he shall

 

report to them what additions or changes should in his opin-

 

ion be made, and which if approved by the said commis-

 

sioners shall be made accordingly, but not otherwise.

Sec. 5. And be it enacted, That until the school commis-

 

sioners aforesaid, shall have caused the general assessment,

 

herein before authorised to be completed: the tax for the

 

support of public free schools in said district shall be levied

 

and collected, under the direction of the said school com-

 

missioners, on property and income, according to the ratio

 

prescribed by the laws heretofore passed, for the purpose of

 

establishing and supporting said schools; but, the assessor
