Sec. 4. And be it enacted, That the school commission-
|

ers aforesaid shall cause a general assessment of the proper-

ty and income, subject to the said school tax, to he made in
|
 
|
the said district, within the year eighteen hundred and thir-
|
 
|
ty-two, or early in the year eighteen hundred and thirty-

three; and the said commissioners may, and shall correct
|
 
|
any errors and omissions, made or occurring in any assess-
|
 
|
ment, made or to be made, before or after the passage of
|
 
|
this act; and for this purpose they shall authorise the col-
|
 
|
lector of the said school tax in said district, to act as an as-
|
 
|
sessor in every case of neglect or complaint, and he shall
|
 
|
report to them what additions or changes should in his opin-
|
 
|
ion be made, and which if approved by the said commis-
|
 
|
sioners shall be made accordingly, but not otherwise.

Sec. 5. And be it enacted, That until the school commis-
|
 
|
sioners aforesaid, shall have caused the general assessment,
|
 
|
herein before authorised to be completed: the tax for the
|
 
|
support of public free schools in said district shall be levied
|
 
|
and collected, under the direction of the said school com-
|
 
|
missioners, on property and income, according to the ratio
|
 
|
prescribed by the laws heretofore passed, for the purpose of
|
 
|
establishing and supporting said schools; but, the assessor

who shall be appointed to make the general assessment

above mentioned, and every person who shall be subse-
|
 
|
quently appointed to assess property or income in said dis-
|
 
|
trict, for the said purpose, shall assess all the property lying

and being therein, at its actual value; and rate every adult
|

white male inhabitants of said district as possessing an income,
|
 
|
estimated as nearly as may be, at the sum of his actual

earnings; Provided however, That no person shall be rated

as possessing a less income than fifty dollars, nor a greater
|

income than tive hundred dollars per annum; And provided

further, That the tax which may be thereafter levied and

in any year exceed the rate of one dollar per hundred, on

income, and one dollar per thousand, on property assessed

as aforesaid; and that no tax shall be levied on the property

the value of at least two hundred dollars.
