Sec. 3. And be it enacted, That the school commissioners

for the purpose of assessing the property and income sub-

ject to said tax, the said school commissioners shall employ,

appoint, qualify and compensate an assessor, as often as they
|
 
|
shall find one necessary, to assess the whole or any part of
|
 
|
the property or income aforesaid; or to review, and with
|
 
|
the approbation of said school commissioners, acting as
|
 
|
commissioners of the tax, to correct or alter such parts of
|
 
|
any of said assessments, as should be altered, when proper-
|
 
|
ty has been sold or transferred, or when complaint is made
|
 
|
that the assessment is unjust, and such complaint shall be
|
 
|
found true, in whole or part; and every person who shall be
|
 
|
appointed to assess or review the property or income in the
|
 
|
said district, subject to said tax, or any part thereof, shall
|
 
|
before he enters upon the duties of his appointment, solemn-
|
 
|
ly swear or affirm, that he will discharge the duties confided

to him as assessor under this act, without favor or prejudice,

and to the best of his ability; and for the purpose of col-

lecting the taxes levied for the support of said schools, the
