CHAPTER 64.
An Act to establish a House of Refuge for Juvenile
Delinquents.

1830.
CHAP. 64.
Passed Feb. 8.

WHEREAS a number of citizens have associated them-;
selves in the city of Baltimore, for the purpose of esta-
blishing and conducting an institution for the reformation
of juvenile delinquents and have applied by memorial for
an act of incorporation, and legislative assistance; and as
the objects of the association are of great public utility,
and individual means would he inadequate to carry it into
successful operation; Therefore,

Preamble.

Section 1. Be it enacted by the General Assembly of
Maryland, That Ebenezer L. Finley, David Hoffman,
Alexander Fridge, John H. B. Latrobe, Charles F. Mayer,
Christian Keener, Jesse Hunt, and all such persons as now
are or shall hereafter become subscribers to said association,
in the manner hereinafter provided, be and they are here-
by incorporated and made a body politic in law, by the
name, style and title, of The House of Refuge, and by
that name, style and title, shall have perpetual succession,
with the power to have a common seal, and to change the
same at pleasure; to make contracts relative to said institu-
tion, to sue and be sued, and by that, name and style be ca-
pable in Jaw of purchasing, taking, holding and conveying,
any estate, real or personal, for the use of said corporation;
and also to establish by-laws and orders for the regulation
of said institution, and the preservation and application of
the funds thereof.

corporated.

Sec. 2. And be it enacted. That every person who hath
subscribed the articles of said association, or who shall
hereafter subscribe the same, and pay to the funds of said
institution the sum of fifty dollars, or ten dollars annually
for the term of six years, shall be a member for life, and
every person paying the sum of two dollars annually, shall
be a member while he or she continues to contribute the
said sum, such payment to he made at the time and in the
manner to he prescribed by the by-laws of the said associa-
tion.

Sec. 3. And be it enacted, That the estate and concerns
of said corporation shall be managed and conducted by
twenty-four managers, of whom sixteen shall be residents
of the city of Baltimore, and who shall be annually ap-
pointed in the month of February in the following manner,
viz: eight by the governor and council of this state, eight
by the members of the association, and eight by the mayor
