requested to state to the Committee of Invitation, that the
action of Senate was unanimous.
On motion by Mr. Steiner, it was
Ordered, That the representatives of the Associated Press,
"The Sun," "Gazette" and ''American," be furnished each
with a copy of each Senate Printed Bill, and of the Daily
Journal of the Senate.
Mr. Phelps offered the following order :
Ordered, That the Committee on Education be, and they
are hereby instructed to inquire into the expediency of re-
pealing section five, chapter four of an Act to repeal an Act
passed at January Session of eighteen hundred and sixty-
eight, entitled "Public Education," providing for a general
system of Free Public Schools for the State of Maryland,
and to repeal all laws inconsistent therewith, and to re-enact
the same with amendments; and to re-enact in the place of
section five, chapter four, a provision that all taxes for public
education in this State, shall be levied upon the State at
large, abolishing all special taxes upon the counties and city
of Baltimore, as now provided by law, thereby making the
Public Schools of this State, emphatically, and to all intents
and purposes, a State Institution. The taxes levied, as above
indicated, to be distributed in the different counties and the
city of Baltimore, pro rata, as now provided by law. And
be it further ordered, That the Committee on Education in-
quire whether sections two and three, chapter seven, are com-
plied with in the Public Schools of this State, and if not, how
far they fall short of the provision of law, as set forth in the
two sections above noticed. And be it further ordered, That
the Committee have power to report by bill or otherwise.
Which was adopted.
On motion by Mr. Fields, it was
Ordered, That from and after this date, the Senate shall
meet at 11 o'clock, A. M., except Monday, when it meet at
12 o'clock, noon.
Mr. Brattan presented the petition of Samuel Start and one
hundred and eighty-three citizens of Somerset county, pray-
ing for a local option law.
Which was read and referred to the Committee on Judicial
Proceedings.
On motion by Mr. Steiner,
Leave was granted to Messrs. Steiner, Brattan and Tuck,
to introduce a bill entitled "An Act to establish a Board of
Public Charities."
