At 4.15 o'clock, P. M., the Senate resumed the considera-
tion of the order of the day.

Mr. Stevens moved a call of the Senate.

Mr. Stevens moved that further proceedings under the call
be dispensed with, and

The Senate resumed the consideration of the order of the
day.

The question recurring upon the adoption of the substitute
offered by Mr. Davis,

It was rejected by yeas and nays as follows :

"And be it enacted, That the provisions of the Constitution
