indebtedness of said city or of said county, or any part
thereof, at the time of the adoption of this Act, shall never
become the indebtedness of the other, nor shall any tax of
any kind whatever be assessed or levied on the property or
inhabitants of either, to pay the principal or interest, or the
expenses incidental thereto, of the indebtedness of the other
then so existing ; provided, however, that in the Councilmen
representing the wards of Baltimore city, and in the Mayor
of Baltimore city and county, shall vest all the powers neces-
sary for the management of the city debt or debts then exist-
ing, and for the levying and collection of such taxes as may
be necessary for the payment of the same, or the interest and
expenses thereon accruing.

Sec. —. And be it enacted, That all the provisions of Ar-
ticle XI. of the Constitution, relating to the city of Baltimore,
and of Article IV. of the Code of Public Local Laws of this
State, and of an Act of Assembly supplementary or in addi-
tion thereto, applicable to the Mayor and City Council of
Baltimore, or to the city of Baltimore, as now constituted,
shall, on the adoption of this Act, apply to the Mayor and
Council of Baltimore city and county, and to Baltimore city
and Baltimore county, so far as the same are not inconsistent
with this Act; and all laws in force at the time of the adop-
tion of this Act applicable to Baltimore city and Baltimore
county, as now constituted, and not inconsitent with this
Act, shall continue in full force and effect.

Sec. —. And be it enacted, That the legal voters of the
city and county, at the nest general election hereafter, for
the election of Congressmen from the State, may, by their
ballots, on which shall be printed or written, as expressing
adoption or rejection of this Act, as the voter may elect, the
words, "For incorporation," or "Against Incorporation,"
vote for or against the adoption of this Act, said ballots to be
deposited in separate boxes, properly prepared for the pur-
pose, to be furnished by the Judges of Election of said city
and county ; and it shall be the duty of the Judges of Elec-
tion in said city and county, to certify the result of such
voting in the manner now prescribed by law to the Clerk
of the Superior Court of Baltimore city, and to the Clerk of
the Circuit Court for Baltimore county respectively; also
directly to the Governor, who shall thereupon by proclama-
tion make known the result of such voting, and if the highest
number of the legal votes in said city and county, for or
against the adoption of this Act, shall be in favor of the
adoption of this Act, then the same shall be and the same
does hereby become effectual and operative.

Sec. —. And be it enacted, That in the event of the adop-
tion of this Act, as provided for in the preceding section, then
