inhabitants thereof, on becoming subject to the direct authori-
ty of the corporation as hereinbefore provided, shall be ex-
empt from all taxation by the authorities of Baltimore county,
as now constituted, except in so far as may be necessary to
defray the expense, justly apportioned to said territory, and
the inhabitants thereof, incurred for the election of members
to represent the county, in the General Assembly, and for
the election of Congressmen for the district of which Balti-
more county forms a part, and for the maintenance of the
Judiciary of the Educational system, and of the poor, of the
county, and of the Police Force, and for the payment of the
salaries of the Councilmen from the county, and its propor-
tion of the salary of the Mayor, but the said territory and
the inhabitants thereof, shall not be subject to taxation by the
corporation, for any of the purposes corresponding with those
hereinbefore enumerated, and the taxes to be assessed, levied
and collected on the property, and the inhabitants thereof,
within the limits of the territory made subject to the direct
authority of the Mayor and Council, as hereinbefore pro-
vided ; shall be graduated into three classes, in proportion to
the benefits petitioned for by the inhabitants thereof ; that is
to say; first, a city tax corresponding with the tax within the
limits of direct taxation in the city of Baltimore ; second, a
"suburban tax," which shall never exceed two-thirds of the
rate levied as a "city tax," as aforesaid ; third, a "farm tax,"
which shall never exceed one-third of the rate levied as a
"city tax," as aforesaid.

Sec. —. And be it enacted. That the Representative, Judi-
cial,Ministerial and Executive functions of the governmental
organization in and for Baltimore county, as now constituted,
whether the officers or agents for the exercise of the powers
and fulfilment of the duties thereof, be elected by the voters
of said county, or appointed by the authorities of the State,
shall as to source, structure, powers and jurisdiction, remain
unimpaired by the adoption and operation of this Act, but
the same shall be held effectual, valid and binding, except as
provided in the preceding section, it being the intention of
this Act to maintain the Legislative and Judicial District of
Baltimore county, and of which Baltimore county forms a
part, as at present established by the Constitution, and not
to contravene in any respect the provisions of that instrument.

Sec. —. And be it enacted, That the right and title in and
to the property of every kind belonging to or possessed by
the Mayor and City Council of Baltimore, as now constituted
and by Baltimore county, as now constituted at the time of
the adoption of this Act, shall remain as then held and pos-
sessed by each respectively, and said property shall be bound
only for the debts and obligation of the city and county as
now constituted, to which it respectively belongs ; and the
