fied by said Board to the County Commissioners, sufficient to
defray the expenses for the maintenance of the said police
force, provided for in the preceding section, clear of all expenses
and deductions, upon all the assessable property in the coun-
ty, and to cause the same to be collected, for each current
fiscal year, as other county taxes are now collected ; and said
sum, when collected, shall be paid by said County Commis-
sioners to the Board of Police Commissioners, to be applied
by said Board solely to defraying the expenses of the police
force in the county ; and at the end of each fiscal year, said
Board of Police Commissioners shall render to the County
Commissioners on account of the expenditure of said sum of
money. And in the same manner, shall be assessed, levied
and collected a sum of money to be certified to the County
Commissioners by the Register of the Corporation, sufficient
to pay the salaries of the Councilmen from the county, and
such part of the salary as shall' be hereafter prescribed by
law, of the Mayor of the city and county, as is proportionate
to the relative population of the county to the city ; and the
County Commissioners shall pay over said sum to the Regis-
ter of the Corporation, to be applied to the payment of the
salaries of said Councilmen and said Mayor.
Sec. —. And be it enacted, That whenever the owners of
the greater part of the leasehold and real estate in the county
comprised within an area of contiguous territory equal to not
less than one half a square mile, shall by application in
writing to "the Mayor and Council of Baltimore city and
county," petition to be subject to the powers, jurisdiction
and direct authority vested or to be vested by law in said
corporation, then, on every such application, the direct au-
thority and jurisdicton of said corporation, shall be applied to
such territory and to the inhabitants thereof, and the same
shall thenceforth be subject in all respects and for all intents
and purposes, except as hereinafter provided, to the ordin-
ances of said corporation, and the laws relating and applica-
ble thereto, made effective by this Act; provided, however,
that the direct authority of the Mayor and Council of Balti-
more city and county, shall be applied, first, to territory ad-
joining the limits of the city, as now laid out, and afterwards
to the territory adjoining thereto, so that the enlargement of
the direct authority of the corporation, may be applied to
adjoining territory ; and provided, moreover, that notice of
all such applications, from the owners of adjoining territory,
shall be inserted by order of the Mayor and Council, in two
daily newspapers published in the city, twice a week for four
successive weeks, before action shall be had thereon, by the
Mayor and Council, and favorable action of said Mayor and
Council on any such application, shall be evidenced by an or-
dinance of said "The Mayor and Council of Baltimore city and
county;" provided nevertheless, that the territory and the
