the second and third, the second council district; the fourth,
fifth and sixth, the third council district; the seventh and
eighth, the fourth council district; the tenth and eleventh,
the fifth council district; the ninth, the sixth council district;
and the twelfth, the seventh council district; and for each of
said council districts there shall be one member of the First
Branch of the Council; and for the thirteenth, first, second
and third districts of the county, there shall be one member
of the Second Branch of the Council; for the fourth, fifth,
sixth and seventh, one member of the Second Branch; for
the eighth, tenth and eleventh, one member of the Second
Branch; and for the ninth and twelfth, one member of the
Second Branch; said members of the First and Second
Branches of the Council to be qualified and elected as the
members of the present City Council from the wards of the
city are by law qualified and elected; the said Councilmen re-
presenting the county, and the Councilmen representing the
city, as now elected, together with the Mayor, who shall be
elected for the city and county, as hereinafter provided, shall
constitute "The Mayor and Council of Baltimore city and
county;" and said Council shall legislate for the city of Bal-
timore and Baltimore county, and the Councilmen from the
county shall be entitled to the same rate of compensation as
is now received by the Councilmen from the city; but said
Council shall not legislate for the county at large, but only
for the city, and for such portions of the county as shall come
under the direct authority of the corporation hereby created,
as hereinafter provided; and the Councilmen, from the coun-
ty, shall be entitled to the same rate of compensation as is
now received by the Councilmen from the city.
Sec. —. And be it enacted, That as soon as convenient, after
the adoption of this Act, the Board of Police Commissioners
for the city of Baltimore, as now constituted, be and they
are hereby authorized and required to extend their jurisdic-
tion and authority over the territory of the county, and the
inhabitants thereof, and to appoint such additional police
force for -the county, to be selected from among the voters of
the county, upon the demand of a majority of the Council-
men from the county, and in such number as said Council-
men may require, said police force to be paid at the same
rate as the police force of the city as now constituted, is paid ;
and the laws in force applicable to said Board of Police Com-
missioners, shall, on the adoption of this Act, be applicable
to the county, and the inhabitants thereof.
Sec. —. And be it enacted, That on the adoption of this
Act, and the appointment of the police force for the county,
the County Commissioners are hereby authorized and requir-
ed specifically to assess and levy a sum of money, to be
estimated by said Board of Police Commissioners, and certi-
