Which was adopted.

Mr. Davis submitted the following amendment:
Strike out the "section 7," and insert the following,

"That the Governor, by and with the advice and consent
of the Senate, shall appoint one additional Justice of the
Peace for each ward of the city of Baltimore, that shall be
designated as a ward by the terms of the Act'"

Which was adopted.

Mr. Davis moved a call of the Senate.

Mr. Stevens moved that further proceedings under the call be
dispensed with.

Which was adopted.

Mr. Davis submitted the following as a substitute for tho
pending bill:

Section 1, Be it enacted by the General Assembly of Mary-
land, That all the powers vested by law in the Mayor and
City Council of Baltimore, as enlarged and modified by this
Act, or by any Act supplementary or in addition hereto,
shall be exercised and have effect within the territory con-
tained within the limits of Baltimore city, as now established,
and over the inhabitants thereof, and within the territory
contained within the limits of Baltimore county as now es-
tablished, and over the inhabitants thereof, in the mode, for
the intents and purposes, and under the conditions and limi-
tations provided by this Act, or by any Act supplementary
or in addition thereto; provided, however, that this Act shall
have no effect until it shall have been submitted to the legal
voters of Baltimore city and Baltimore county for their adop-
tion or rejection, and shall have been adopted by a majority
of the legal votes cast by the voters of said city and county,
as hereinafter provided.

Sec. —. And be it enacted, That on the adoption of this
Act, the inhabitants of Baltimore city and of Baltimore coun-
ty, shall be and the same are hereby created one political cor-
poration, by the name of the "Mayor and Council of Balti-
more city and county," for the purposes hereinafter specified.

Sec. —. And be it enacted, That on the adoption of this
Act, that part of tho territory of the political corporation
created by this Act, contained within the limits of Baltimore
county as now established, be and the same is hereby divided
into seven Council Districts, as follows : The first and thir-
teenth of the districts of Baltimore county, according to the
bounds and limits of the districts of said county as at present
laid out, shall form the first council district of the county;
