passed at January Session, March 6th, 1862, chapter 235, en-
titled au Act to amend section 202 of Article XXX. of the Code
of Public General Laws, relating to Crimes and Punishments
and providing for the punishment of treason and other of-
fences,"

Which was read the first time.

Mr. Brattan, presented the petition of Thomas Sterling
and 250 other citizens of Lawsori's District, in Somerset
county, praying the passage of an Optional Liquor Law for
that district.

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Claggett, from the Committee on Judicial Proceed-
ings, reported a bill entitled "An Act to add an additional sec-
tion to Article XL. of the Code of Public General Laws, enti-
tled Fines and Forfeitures," to come in after Section 3.

Which was read the first time.

Mr. Tuck, from the Committee on Judicial Proceedings,
reported favorably a bill entitled "An Act to repeal section 1,
of Article LXXIII. of the Code of Public General Laws, entitled
Penitentiary, regulating the appointment of Directors for the
Maryland Penitentiary, and to re-enact the same with amend-
ments."

Which was read the first time.
On motion by Mr. Blake,

The rules were suspended, so as to give said bill a second
reading this day, as follows:
