764 JOURNAL OF PROCEEDINGS Mar. 27,

sent to make a report, which, of necessity, must be unintelli-
gent, and without proper consideration, they, therefore, re-
turn the bill to the Senate, and in asking to be discharged
from its further consideration, would suggest that it be
brought to the attention of the General Assembly, by the
Governor, at its next Session, that proper opportunity may
be given for careful and intelligent action.

JAMES T. EARLE,
Chairman of Committee on Finance.

Which was read and adopted.

The Finance Committee were then discharged from further
consideration of the said General Revenue Bill.

Mr. Davis, from a Select Committee, reported

The Senate bill entitled an Act to repeal section 469 of
Act of 1864, chapter 328, entitled "Live Stock," and re-
enact the same as amended.

Which was read the first time.

Mr. Davis, from the Committee of Conference, to which
had been referred

The Senate bill entitled an Act to legalize the organization
of the Parkton and Manchester Rail Road Company,

Submitted the following

REPORT.

The undersigned, a Committee of Conference, appointed
to adjust the disagreement between the Senate and House of
Delegates, upon Senate bill No. 25, entitled an Act to lega-
lize the organization of the Parkton and Manchester Rail
Road Company, respectfully report, that they have agreed to
strike out the amendment inserted by the House of Delegates,
and substitute therefor the following, and recommend the
adoption thereof by their respective Houses.

CHAPMAN BILLINGSLEY,
T. STURGIS DAVIS,

Senate Committee.

JAMES MCCOLGAN,
WM. BKACE, JR.,
Committee of House of Delagates.

I agree with the majority of the Committee, in thinking
the proposed amendment should be added, but do not concur
with them in striking out the amendment offered in the
House to said bill.

W. S. KEECH,
A Minority of said Committee.
