On motion by Mr. Earle,

Leave was granted to the Committee on Finance to intro-
duce a bill entitled an Act to pay James S. Franklin, Clerk
of the Court of Appeals, a sum of money for fees due him by
the State.

On motion by Mr. Brewer, it was

Ordered, That Senator Blake have leave of absence until
Monday next, in consequence of indisposition.

Mr. Earle, from the Committee on Finance, submitted the
the following

REPORT

On the bill known as the "Revenue Bill;" the Committee
on Finance report, that it came into their possession on the
25th inst.

In this bill it is proposed to embrace a compilation of the
Revenue Laws of the State, it is, therefore, of the gravest
importance, and will require much care and time for its con-
sideration, which, with the press of other business, it is im-
possible, at this late period of the Session, it should receive
from the Committee. To a proper understanding of its pro-
visions, it is necessary that it should be carefully compared
section by section, with the present Revenue Laws, to deter-
mine whether important omissions have been made, or wheth-
er by change of phraseology, the meaning and spirit-of the
law have been lost or preserved. The bill is very volum-
inous, and in justice to themselves and the interests of the
State, the Committee cannot, for the reasons assigned, con-
