Amend section 1 by striking out all after the word "them"
in the 6th line, to the word "to" in the 9th line.

Section 1, line 11, amend by adding after the word "cabi-
net," "or to any one or more of these objects, as they may
think best."

Amend by striking out the 2nd and 3rd sections, and
changing the numbering of section 4, so that it may read
"Section 2."

Which were adopted.

The said bill, as amended, was read the second time and or-
dered to be engrossed for a third reading.

The President distributed the following bills from the
House of Delegates:

The Senate bill amending the charter of the city of Cum-
berland,

Endorsed, "Passed by yeas and nays with proposed amend-
ment."

AMENDMENT PROPOSED.

Strike out sub-section 30, and insert the following in lieu
thereof, viz:

30. The said Council shall be divided into two classes, each
class to consist of one member from each ward. There shall
be elected on the third Monday of May, in the year eighteen
hundred and seventy-four, two members from each ward, and
at the first meeting of said Council, after the election and
qualification of the members thereof, they shall be formed
into said two classes; the first class shall go out out of office
at the end of one year from the first Monday of June follow-
ing their election, and the second class at the end of two
years from the first Monday of June following their election;
and at said first meeting after their election and qualification,
the two members from each ward shall determine by lot
which shall hold the long and which the short term, and on
third Monday of May in each subsequent year, after the year
eighteen hundred and seventy-four, one member of said
Council shall be elected from each ward to take the place of
the retiring members, under the classification herein provided
and all members elected to said body after the first election
herein provided, shall be elected, and hold office for a term
of two years from the first Monday of June following their
election.
