Mr. Lloyd, from a Select Committee, reported favorably

The House bill entitled an Act to repeal section 25 of Art-
icle XIII. of the Code of Public Local Laws, entitled "How-
ard County," sub-title "Justices of the Peace and Consta-
bles."

Which was read the second time.

The Senate bill entitled an Act to authorize the State Line
and Juniata, now Baltimore, Philadelphia and New York
Rail Road Company, to construct and operate their railroad
within the limits of this State,

Being on second reading,

Mr. Brattan submitted the following amendment:

Strike out section 8, and amend as follows : "Be it enacted,
That no bonds issued by said Company, with or without cou-
pons, shall bear a greater rate of interest than allowed by
the laws of Maryland, and the Legislature hereby reserves to
itself the right to repeal, alter and amend this Act, or any
part thereof, at pleasure."

Section 9 to read as section 8 in the original, before amended
as above.

Which was read and adopted.

Mr. Brattan submitted the following amendment:
Section 3, line 3, strike out the word "similar."
Which was read and adopted.

Mr. Steiner submitted the following amendment :

Section 2, line 14, strike out "Commonwealth" and insert
"State."

Which was read and adopted.

Mr. Stevens submitted the following amendment:

Section 7, line 6, strike out "the Secretary of the Common-
wealth of this State," and insert "the Clerk of the Court of
Appeals."

Which was read and adopted.

Mr. Stevens submitted the following amendment:

Strike out the whole of section 6.

Which was adopted.

Said bill was then read the second time as amended and
ordered to be engrossed for a third reading.
