SEC. 85. Be it enacted, That the county commis-
sioners may grant out pensions to poor persons, in	May grant out-pensions.
their discretion ; but no person shall be placed upon
their list as out-pensioner who is a freeholder, or able
to obtain a livelihood by any honest or lawful occu-
pation, or who is in the habit of debasing himself by frequent intoxication and other demoralizing vices ;
nor shall any person be placed upon said list who is
not a naturalized citizen of the United States, or who
has not for one year immediately preceding his ap- plication been a resident of Anne Arundel county.
It shall be the duty of said commissioners to review
and correct the out-pension list at their January
meeting in each and every year.
SEC. 86. And be it enacted, That any person may
