that he will not suffer any person to vote at such

election who shall not, in his judgment, be qualified

to vote. Every person elected as commissioner shall,
|
 
|
before he enters upon the duties of his office, make
|
 
|
oath, before some justice of the peace, that he will
|
 
|
diligently and faithfully, without favor, partiality or
|
 
|
prejudice, perform the duties of a commissioner of
|
 
|
the said town, and a certificate of such qualification
|
 
|
shall be returned by said justice to the commission-
|
 
|
ers, who shall record and file the same among their
|
 
|
proceedings.
|
 
|
SEC. 6. And be it enacted, That the said com-
|

missioners, elected according to the provisions of

this act, shall, at their first meeting, after being duly
|
 
|
qualified according to law, choose some one of their
|
 
|
number president thereof, whose duty it shall be to
|
 
|
prcsideat all the meetings of the board, preserve order,
|
 
|
and give such directions as may be deemed necessary
|
 
|
by the said commissioners to carry into effect the
|
 
|
provisions of this act, and to give the casting vote
|
 
|
in case of a tie.
|
 
|
SEC. 7. And be it enacted, That the commissioners
|

aforesaid, or a majority of them, may meet together,
|
 
|
from time to time, at such house as may be desig-
|
 
|
nated by them as the town hall, as often as occasion
|
 
|
may require, upon the business of said town, but
|
 
|
not less than once in every three months ; and, if
|
 
|
during the year for which they may be elected, any
|
 
|
of said commissioners should die, resign or remove
|
 
|
from said town, refuse to act, or be otherwise dis-
|
 
|
qualified, an election to fill such vacancy or vacancies
|
 
|
shall be held, at which all persons, as is specified in
|
 
|
the second section of this act, shall be entitled to
|
 
|
vote.

SEC. 8. And be it enacted, That the commissioners
|
 
|
elected under this act, be and they are hereby au-
