Metes and
bounds

south east side of a ravine running from said river

|
into the land of John Webster ; thence westwardly
|
 
|
to said ravine, and binding therewith to the head
|
 
|
thereof; thence in a line parallel with Front Street,
|
 
|
one-fourth of a mile, or until it intersects the county
|
 
|
road leading from said town to Nichols X Roads ;
|
 
|
thence southerly on a line parallel with Middle Street,
|
 
|
half a mile or till it intersects Craft's Creek near the
|
 
|
head thereof, on the land of Jesse Wainwright;
|
 
|
thence easterly, running and binding with said creek
|
 
|
to the Nanticoke River at low water-mark; thence
|
 
|
northerly, running and binding with said river at low
|
 
|
water-mark, to the place of beginning; provided,.
|
 
|
however, if the limits of said town as fixed by this
|
 
|
act shall include any farm, house or part of any farm
|
 
|
that the property so included shall not be subject to
|
 
|
the taxing operation without the consent of the
|
 
|
owner thereof.

Appoint a

SEC. 10. And be it enacted, That the commissioners.
|
clerk
|
or a majority of them, shall have power to appoint a
|
 
|
clerk and assign his duties, and allow him such com-
|
 
|
pensation for his services as they may think proper,
|
 
|
and that all ordinances passed by said commissioners
|
 
|
or a majority of them, shall by their clerk be re-
|
 
|
corded in a book to be kept for that purpose, which
|
 
|
book shall be open at all times for the inspection of
|
 
|
any person interested ; and copies of all ordinances
|
 
|
shall be put up at three of the most public places in
|
 
|
said town, that the same may be generally known.
|
Make by-laws.
|
SEC. 11. And be it enacted, That the said commis-
|
regulations and
|
sioners or a majority of them shall have full power
|
ordinances
|
and authority to make all such by-laws, regulations
|
 
|
and ordinances, not inconsistent with the Constitution
|
 
|
and laws of this State, as from time to time they may
|
 
|
deem wise, equitable and efficient for the comfort,
|
 
|
health, convenience and prosperity of said town and
|
 
|
its inhabitants, for the prevention or removal of
|
 
|
nuisances, preservation of health and suppression of
|
 
|
vice and immorality, within the limits of said town,
|
 
|
and shall have power to levy every third year, an
|
 
|
equal tax upon the property within the said limits,
|
 
|
to such amount as may from time to time be deemed
|
 
|
necessary to accomplish the purposes aforesaid ;
|
 
|
provided, however, that the taxes so levied shall not
|
 
|
exceed the sum of forty cents in the hundred dollars
|
