urer or financial officer, and counsellor and alder-

 

men of the city, are hereby directed and required to

 

retain free said sums in the treasury for the pur-

 

poses aforesaid.

 

SUB-SECTION D. Said orders of the President of the

 

Board of Police Commissioners, for the payment of

the police, shall be receivable in payment of all city

 

taxes; and the collector of said city, or person

 

authorized to receive and collect the taxes thereof,

 

is authorized and required to receive the same as

 

money, and shall be entitled to return the same as

 

money, and shall be entitled to return the same to

 

the mayor, counsellor and aldermen of said city, and

 

receive credit therefore as money.

 

SUB-SECTION E. The chief of police shall be vested

for maintaining and preserving the peace and good

 

order of the city, and shall see to the observance of

 

the laws of said city, and acts of Assembly relating

 

to the same ; and in addition to the powers 'already

 

conferred upon him, he shall be required, as chief

 

of police, to direct the duties of the city constable,

 

to exercise a vigilant supervision over them, and to

 

report to the Board of Police Commissioners any

 

neglect of duty on their part which he may observe,

 

or which may be reported to him ; he shall be the

 

head of the police, and have entire control of it, and

 

of all persons at any time employed in it subject to

 

the authority of the Board of Police Commissioners;

 

and he may at any time, with the approval of the

Board of Police Commissioners, make rules and

regulations

regulations for the government of the police, not in-

 

consistent with the provisions of this code ; he shall

 

also report in writing to each monthly meeting of

 

the corporation, a statement of all violations of the

 

city laws that occurred during the preceding month,

 

the number and names of all parties arrested, and

 

the offences for which they were arrested, as well as

 

the number and names of parties tried, and the issue

 

of said trials, the disposition made of all fines im-

 

posed, and such other facts as in the discharge of the
duties of his office he may deem necessary, and cal-

 

culated to effect the subject of this section.
