340 JOURNAL OF PROCEEDINGS [Feb. 20,

FRIDAY, February 20th, 1874.

The Senate met.

Prayer by Rev. Father Oberley.

Present the following Senators :

Messrs. President, Blake, Brewer, Billingsley, Brattan,
Claggett, Davis, Denson, Earle, Fields, Getty, Knight, Long-
well, Mudd, McCulloh, Phelps, Stevens. Steiner, Spencer,
Tuck—20.

The proceedings of yesterday were read and approved.

Mr. Stevens presented the petition of eleven hundred and
fifty merchants and citizens of Baltimore, praying the pas-
sage of the bill known as "The Barbers' Bill."

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Davis presented the petition of eight hundred and
thirty-six memorialists in favor of the passage of the House
bill, known as "Wages Attachment Bill."

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Stevens presented the petition of one hundred and fifty
colored barbers of Baltimore, praying the passage of the "Bar-
bers bill."

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. McCulloh presented the petitions of Stephen Fuller
and twenty-two other citizens, for the passage of a bill for the
formation of a new county of the adjacent parts of Allegany
and Garrett counties.

Also,

The petition of John Wilhelm and ninety-four other citi-
zens, for the passage of a bill for the formation of a new coun-
ty of the adjacent parts of Allegany and Garrett counties.

Also,

The petition of James P. Kight and twenty-one other citi-
