bridge, they may make application to the County

 

Commissioners, and the County Commissioners shall

 

issue a commission to three disinterested tax payers

 

of said county, directing them to meet on the

 

premises named in said application at a stated time,

 

and examine and determine if the public convenience

 

requires said bridge and the probable cost thereof,

 

and they shall report their opinion in writing to the

 

County Commissioners, and if the County Com-

 

missioners shall be of opinion that such application

 

ought to be granted, they shall advertise in one or

more newspapers published in Baltimore county,

 

setting forth the place where said bridge is to be

 

built, with full specifications of the plan and materials;
and that sealed proposals for building said bridge

 

will be received until a day named in said adver-

 

tisement, on the day named in said advertisement,

 

the proposals shall be opened and the contract

 

awarded to the lowest responsible bidder, who, in

 

the opinion of the County Commissioners, shall be

 

qualified to build said bridge; contractors shall give

 

bond in double the amount of the contract, for the

 

faithful performance of said contract, and when said

 

bridge shall be completed to the satisfaction of the

 

County Commissioners, they shall pay to the con-

 

tractor the last instalment due thereon, and shall

 

accept the bridge for the use of the public.

 

PEC. 18. And be it further enacted, That at least

three-fourths of all sums of money to be expended

 

in each district of said county, in the repairs of roads

 

in any of said districts, shall be expended between

 

the first day of April and first day of October in each

 

and every year.

 

SEC. 19. And be it enacted, That the road super-

 

visors of the several road districts, are hereby

and finger-boards at cross roads, and where roads

 

enter and diverge from each other, designating the

 

most prominent places and distances to which such

 

roads lead ; any person defacing such posts and

 

finger-boards, shall be liable to a fine of not less than

 

two nor more than five dollars for each offense, said

 

fine to be imposed by any justice of the peace, for

 

the use and in the name of the County Commis-
