any proprietor who may feel aggrieved by such

action of the commissioners, shall be entitled to an

 

appeal at any time, within thirty days after such

 

offer of payment, to the Circuit Court of Harford

 

county; and such appeal shall be heard and deter-

 

mined, as appeals from justices of the peace are now

 

heard; and the commissioners, in assessing the value

 

of damages to said land taken, shall take into consid-

 

eration the benefits and advantages derived by the

 

proprietors thereby.

 

SEC. 3. And be it erupted, That the said commis-

 

sioners shall have authority to elect a Chairman, Se-

cretary and Treasurer from among their own num-

 

ber; and all ordinances passed by the said commis-

 

sioners shall be signed by the Chairman and attested

 

by the Secretary, and no compensationcshall be made

 

to the said commissioners for any service rendered

have power to fix and provide for the payment of

 

salary or compensation to their own Secretary as

 

they may deem just and reasonable, and to fix the
