SEC. 157. The said President and Commissioners,
|

and the collector by them appointed for the collection

of taxes, shall have all the powers of distress, and sale
|
 
|
of real and personal property given to county com-
|

missioners and collectors of State and county taxes
|

by article eighty-one of the Code of Public General
|

Laws of Maryland, for the collection of State and
|
 
|
county taxes, to be by said President and Commis-
|
 
|
sionera and said collector used and exercised in col-
|
 
|
lecting and enforcing payment of all taxes, whether
|
 
|
the same be levied for the ordinary purposes of said
|
 
|
town, under section one hundred and fifty-two, or
|
 
|
for the purpose of paving, under section one hun-
dred and sixty of this article; and in vising and exer-
|

in the manner pointed out for county commis-

SEC. 158. The President and Commissioners shall

obstructions therefrom.

SEC. 159. They shall have power to open new
|
 
|
streets, lanes and alleys in said town, and to straight-
|
 
|
en and increase the width of and remove all ob-
|
 
|
structions from those already located or used; and
|
 
|
if they cannot agree with the owner of the land or
|
 
|
other property necessary for these purposes, or if
|
 
|
such owner be incompetent to contract, or shall re-
|
 
|
side out of Cecil county, then such land or other
|

property may be condemned, for the purpose afore-
|
 
|
said, in the manner prescribed in sections seventy-six,
|
 
|
seventy-seven, seventy-eight, seventy-nine, eighty,
|
 
|
and eighty-one of this article ; and may assess and
|
 
|
levy the damages and expenses thereof generally,
|
 
|
upon the whole of the assessable property of said
|
 
|
town, or specially upon the assessable property of
|
 
|
persons benefited thereby.
